1. The
Republic of Moldova has applied for a credit from the International Development
Association (IDA) in various currencies towards the cost of Moldova Energy II
Project. It is intended that part of the proceeds of this credit will be
applied to eligible payments under the contracts for Plant Design, Supply, and
Installation of Boiler Plants, Distribution Systems, Internal Heating Systems
and Domestic Hot Water Substations for the District Hospitals in Ocnita,
Drochia and Orhei (Lot B8.1. Procurement of Plant Design, Supply, and
Installation of Boiler Plants, Distribution Systems, Internal Heating Systems
and Domestic Hot Water Substations for the District Hospital in Ocnita; Lot
B8.2. Procurement of Plant Design, Supply, and Installation of Boiler Plants,
Distribution Systems, Internal Heating Systems and Domestic Hot Water
Substations for the District Hospital in Drochia; Lot B8.3. Procurement of
Plant Design, Supply, and Installation of Boiler Plants, Distribution Systems,
Internal Heating Systems and Domestic Hot Water Substations for the District
Hospital in Orhei (interdistrict perinatological center).
2. The Moldova Energy Projects Implementation Unit on behalf of the
Municipalities of Ocnita, Drochia and Orhei now invites sealed bids from
eligible bidders for the construction and completion of Plant Design, Supply,
and Installation of Boiler Plants, Distribution Systems, Internal Heating
Systems and Domestic Hot Water Substations for the District Hospitals in
Ocnita, Drochia and Orhei ("the Facilities"). International
competitive bidding will be conducted in accordance with the Bank's
Single-Stage Bidding Procedure. Bidders may quote either for single lots
(listed in the p. 1 above) or for any combination of them. Incomplete or
partial bids within the offered lot will not be considered. Evaluation of bids
and awarding of contracts will be carried out separately for each lot. A bidder
offering more lots can be awarded contracts for all lots only in case he offers
the lowest evaluated bid for each lot and meets the qualification criteria in
the Bidding Document. For the bidders to be eligible it is required the minimum
average annual turnover of:

(For bidders offering bids for more than one lot the turnover shall cover at
least the sum of amounts indicated for the respective lots).
Between other qualification requirements are:
Experience under contracts in the role of contractor, subcontractor, or
management contractor for at least the last three [3] years prior to the
applications submission deadline, and with activity in at least nine (9) months
in each year; Participation as contractor, management contractor, or
subcontractor, in at least one contract for other employers (1) contract within
the last two(2) years , with a value of at least Euro 0,7 mln, that have been
successfully and substantially completed and that is similar to the proposed
Plant and Installation Services.
3. Interested eligible bidders may obtain further information from and inspect
the bidding documents at the office of Moldova Energy Projects Implementation

4. A complete set of bidding documents may be purchased by interested bidders
on the submission of a written application to the above and upon payment of a
non-refundable fee of Euro 150 in case of courier delivery or MDL 1000 in case
of taking the documents from the MEPIU office.
5. The provisions in the Instructions to Bidders and in the General Conditions
of Contract are the provisions of the Bank Standard Bidding Documents:

6. Bids must be delivered to the above office on or before 11 am on May 5,
2009, and must be accompanied by a securing declaration.

Montenegro has
received a loan in the amount of Euros 6.5 Million from the International Bank
for Reconstruction Development (IBRD) toward the cost of the Montenegro Energy
Efficiency Project (MEEP), and it intends to apply part of the proceeds to
payments for goods, works, related services and consulting services to be
procured under this project.
The objective of the Project is to improve energy efficiency performance in
targeted public sector buildings with a view to developing a sustainable energy
efficiency improvement program in the Borrower’s public sector.
The Project consists of the following parts:
Part A. Energy Efficiency Improvement in Public Sector Buildings
Implementing a program of demonstrable energy savings measured, through the
carrying out of civil works, provision of goods (supply and installation of
heating facilities) and consultants services (monitoring and evaluation, civil
works design and supervision), to support energy efficiency retrofitting in
selected public sector buildings such as schools and other buildings for
educational purposes, hospitals, clinics and facilities for social care.
Part B. Support to the Implementation of the Project
a) Support to the Project Steering Committee , the Project Coordinator and the
Technical Services Unit (TSU) in the implementation, monitoring and evaluation
of the Project, through the provision of goods, consultants services and
training, the carrying out of audits required under the Project and the
financing of Operating Costs;
b) The carrying out of surveys and energy audits; and
c) Support to Ministry of Education and Science (MoES) and Ministry of Health,
Labor and Social Welfare (MoHLSW), through the provision of consultants
services for the design, procurement and implementation of energy savings
measures under the Project.
Institutional and implementation arrangements:
The Ministry of Economic Development, Ministry of Education and Science and
Ministry of Health, Labor and Social Welfare shall have overall responsibility
for the implementation of the project. Fiduciary responsibilities, including
procurement and financial management services and disbursement activities will
be carried out by the Technical Services Unit (TSU) under the Ministry of
Finance.
Procurement of contracts financed by the World Bank will be conducted through
the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits
(May 2004, revised in October 2006), and is open to all eligible bidders as
defined in the guidelines. Consulting services will be selected in accordance
with the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers (May 2004, revised in October 2006).
Specific procurement notices for contracts to be bid under the World Bank’s
international competitive bidding (ICB) procedures and for contracts for
consultancy services will be announced, as they become available, in UN
Development Business and dgMarket and in local newspapers.

The Kazakhstan Electricity Grid Operating Company (KEGOC) intends to
receive a loan from the International Bank for Reconstruction and Development
(IBRD) towards the cost of the Moinak Electricity Transmission Project which
will include the turnkey construction of the following components:
Construction
of transmission lines, including 220kV Moinak - Sary-Ozek Overhead
Transmission Line (OHTL), 220kV Moinak-Shelek OHTL, 220kV OHTL enterings
at Sary-Ozek SS
Substation extension and
modernization, including construction of 220/110kV Outdoor switchgear at
Moinak Hydro Power Plant, extension and reconstruction of 220kV Sary-Ozek
SS and 220 kV Shelek SS
KEGOC intends to apply a portion of this loan under this contract to the
following consultant services related to the above project components:
preparation of bidding documents (including technical specifications), project
management, engineering assistance (including design estimates and choice of
technical solutions), contract supervision and monitoring, quality assurance,
test performance, environmental monitoring and reporting. Implementation is
expected to commence in April-May 2009 and complete in December 2011.
Interested firms are hereby invited to submit expressions of interest.
Firms may associate to enhance their qualifications. A short list of qualified
firms will be formally invited to submit proposals. In order to determine the
capability and experience of consulting firms seeking to be short-listed, the
information submitted shall include the following:
Consultant
capability and experience in similar consultancy assignments and/or
similar projects (construction of the OHTL 220 kV or higher and construction/rehabilitation
of substations 220 kV or higher) within the last ten years, including in
the Central Asia region, the CIS and countries of Central-Eastern Europe.
The number of performed contracts shall be minimum 3 related to OHTL
construction and 3 related to substation rehabilitation, at least one of
them (for each component) shall be performed in similar to Kazakhstan
climatic conditions.
Company/consortium
profile. The Bidder should have an average annual turnover in excess of
US$2 million in the last three years (audited financial statements are
required). For consultant consortium, the form of association either joint
venture or subconsultancy should be specified.
CVs of
staff available for the assignment. The Consultant should propose a mix of
experienced professional engineering staff, procurement and financial
expert with not less than 10 years of relevant experience.
The above information should
not exceed 50 pages (excluding printed materials). Copy of company financial
statements shall be attached. One original and three copies of the above
information in English language, preferably with Russian translation for the
KEGOCs convenience, should be submitted to the address below clearly marked Expression
